Draft Minutes
NCITS Policy and Procedures Committee Meeting #14

1. Opening (Tuesday, October 3, 2000 at 4:15 P.M.)

Present: Mr. Zemrowski (Chairman), Mr. Hogan, Mr. Hill, Ms. McMillan.

2. Approval of Draft Agenda: IT/2000-0597

The agenda was approved without modification by unanimous consent.

3. Approval of Draft Minutes: IT/2000-0653

The draft minutes were not ready for review, so will be reviewed and approved at the next meeting of PPC.

4. Status of SD-2 Revision 6f

(new) 4.1 Change required by audit (Issue 13)

PPC reviewed the request from ANSI to revise Milestone 6 to comply with ANSI requirements, and addressed the following motion:
Hogan/Hill
"PPC recommends approval by NCITS of the following change to Milestone 6."
Vote on the motion: unanimous
 
Milestone 6 NCITS Approval
If the NCITS letter ballot or meeting vote to submit the dpANS or dpTR to BSR for final approval passed with no negative votes or comments, the NCITS Secretariat immediately submits the draft standard or technical report to BSR along with all documentation required by ANSI.
When there are negative votes or comments, the voting tally and all comments are sent to the TC that developed the dpANS or dpTR. The TC shall consider each comment and shall prepare a response to each. The documentation is then circulated to NCITS witha reconsideration ballot.
If the letter ballot or meeting vote failed due to the number of negative votes, the record is referred to the TC that developed the dpANS.
If the letter ballot or meeting vote failed due to insufficient affirmative votes and there were no negative ballots cast, the record is referred to NCITS for reconsideration.
If the letter ballot or meeting vote was canceled due to public review comments, the package is returned to the TC and processing continues at the beginning of Milestone 5.
Hogan/Hill
"PPC recommends to NCITS approval of Revision 6f of the SD-2 for forwarding to ANSI."
Vote on the motion: Unanimous
The Secretariat will issue the ballot.

5. Status of SD-8

PPC considered the next steps now that NCTIS rejected the PPC recommendation that the SD-8 be withdrawn with the text detailing officer responsibilities to be transferred to the SD-2. The updating of the officer responsibilities is relatively straightforward, but the replacement of the various action forms will require some effort by the Secretariat to document the current procedures. For example, the SD-8 still includes a description of the "Goldenrod form" for submitting results of TAG activities. No further discussion was held, pending a draft set of procedures from the Secretariat.

6. Status of SD-9

Mr. Zemrowski presented a proposed outline for reorganizing the SD-9, as a step in developing a work plan. The outline was approved for presentation to NCITS. Mr. Zemrowski agreed to map the existing policies within the current SD-9 to the proposed outline, for inclusion in the presentation.

7. Requests for Help from the Secretariat

7.1 Review of list of Type I Projects for possible conversion to Type L (Ms.McMillan)
The review has not been completed, so there was no report.

8. Review of TC Procedures

8.1 J15 Procedures: IT/00-0435

Mr. Hogan reviewed the J15 procedures and recommended no PPC action is required as the document complies with the SD-2. PPC agreed.

8.2     T10Procedures: IT/00-0509,IT/00-0510

Mr. Zemrowski reviewed the T10 procedures and policy and recommended that no PPC action is required as the document complies with the SD-2. PPC agreed.

9. Old business

9.1. Excused absences for meetings held outside of US (Mr. Zemrowski) (carryover)
No text has been developed yet.

10. New business

10.1. Transfer of memberships when work is moved to a different TC (Mr. Zemrowski)
Mr. Zemrowski explained that this issue arose from a case in which a TC was dissolved and its members were required to apply for membership in the TC to which the projects in which they were interested had been transferred. The two most notable problems were the waiting period to attain voting rights and the lack of interest in the remainder of the gaining TC's program of work.

11. Future meeting schedule

In order to accommodate the schedules of those members who were unable to be present, PPC decided to defer scheduling of the next PPC meeting until all members could be contacted.
