Technical Committee T6 has approved a Project Proposal for a Revision, Amendment and Revision of NCITS 256:1999, Radio Frequency Identification (RFID) Technology, to NCITS for further processing.
In accordance with the TC-empowerment approval procedures approved by NCITS in October 1999 and now included in the NCITS/SD-2, the NCITS Secretariat confirmed the TC approved this project proposal after complying with the meeting requirements listed below or through a 30-day letter ballot.
If the Project Proposal originates within an NCITS Subgroup, voting on the submission of the Project Proposal is conducted in accordance with 4.4; the vote must be included with submission of the Project Proposal.The Chair of the originating Subgroup shall forward to the NCITS Secretariat within three calendar-days the following information:The Project Proposal must be included on the Draft Agenda for the Subgroup meeting at which action is expected according to 4.3.4
If the Project Proposal is approved, work on the project may begin immediately on the project.
1) The approved Project Proposal
2) The next Subgroup meeting information
3) Any other supplemental information the Subgroup may wish to provide (i.e., draft press release) for registration of an NCITS project number and web announcement.
Any two NCITS members may request an appeal of the approved Project Proposal within seven calendar-days.If there is no appeal of the approved Project Proposal, a project number is assigned and announced by the Secretariat.
If an appeal is made of the approved Project Proposal, the Chair of the originating Subgroup is notified and NCITS voting is conducted according to 4.4.
If the Project Proposal is not approved, the Secretariat so notifies the proposer.

2 Process Description for the Proposed Project
2.1 Project Type: R (Revision)
2.2 Type of Document: Standard
2.3 Definition of Concepts and Special Terms: None
2.4 Expected Relationship with Approved Reference Models, Frameworks, Architectures, etc.: It is envisioned that revisions of NCITS 256 will build on the common application programmers interface and define technical standards that may better enable the existing document. It has been long recognized that a suite of technical standards were required within the U.S. and internationally, so as to enable RF tag application standards. Insofar as there are different capabilities of different frequencies, this first revision will enable more RF tag applications

2.6 Anticipated Frequency and Duration of Meetings: Meetings will be held in alternate months for a total of six per year. Meeting will normally last two days each.
2.7 Target Date for Initial Public Review (Milestone 4): December 2000
2.8 Estimated useful life of the document: Five years or longer
3 Business Case for Developing the Proposed Standard or Technical Report
3.1 Description: T6 was established to develop RFID interface protocol standards for electronic transponders and interrogators in business and military logistics applications. Application areas affected by the standards are: transportation, warehousing, maintenance, energy, and industrial production.
There are two primary uses of the technology:
(2) Storage and retrieval of data; e.g., notice of delivery, invoice lists, warehousing receipts, storage of maintenance records, and related transactions.
3.3 Implementation Impact of the Proposed Standard:
3.3.1 Development Costs:
Logistical Cost: Zero -- facilities provided by member organizations at no cost to T6.
Meeting attendance: Six meetings maximum to be attended by 15 members, exclusive of attendee travel costs. The intent is to complete the revision in a much shorter time, if possible.
Work between meetings: Individual member's organization will be responsible for submitting one formatted sections for each frequency covered for their product implementation. Individual corporate submissions will vary in cost depending on complexity of the implementing documentation plus the legal expense in preparing a corporate ANSI patent position. Estimated work on the Application Programmers Interface will require six man-months of effort by various corporate members to provide additional enhancements.
Editorial Work: Will require two man months to prepare and consolidate changes for submission of dpANS NCITS 256 200x.
3.3.2 Impact on Existing or Potential Markets: Adding additional frequencies and additional capabilities to the current standard will expand the numbers and variety of application that can be achieved.
3.3.3 Cost and Methods of Conformity Assessment: No official validation or certification procedure has been established by T6. System or application implementors may assert compliance.
3.3.4 Return on Investment: We have no basis on which to form such an assessment.
3.4 Legal Considerations:
3.4.1 Patent Assertions: None that we are aware of. Calls for patents have been made through T6. All members that indicate that they hold relevant patents have agreed to conform to ANSI patent policy.
3.4.2 Dissemination of the Standard: T6 is unaware of any IPR assertions that will hinder this distribution.
