#1 Fall Hill Associates
I vote YES, but with the strong caveat that this be carried
out in close coordination with the SC17, WG3 and especially Task Force One of
that WG. This group advises ICAO on the use of technologies, with a strong
emphasis on biometrics, and has a five year history in border control
applications for travel document standards. Therefore, I am assuming in my YES
vote, that this forum will take advantage of the body of knowledge built over
these years. I Chair Task Force One and have for its life, and I will be
pleased to amplify on this comment if needed.

Proposal does not show how the project will be defined.
#3 U.S. DOT/Transportation Security Administration
The border crossing application of biometrics is both urgent and extremely important. The DOT will also gain from the synergy of developing this application profile in parallel with the TWIC Profile (M1/02-0097).
#4 Visionics
We support the
development of an application profile for interoperability and
data interchange. However, we do not support the division of work
into this border crossing-oriented proposal and the transportation
workers-oriented proposal (ed. Project Proposal M1/02-0097). We would
vote yes for a single application profile that develops interchange formats for
(a) applicant processing (b) access control and (c)
verification. One project should aim to develop standards for
continuity of authentication across these three applications.
