The Information Technology Industry Council (ITI) is the INCITS Secretariat and JTC 1 TAG Administrator. Within ITI's organization, these functions are the responsibility of ITI Standards Operations staff.
The duties of a Secretariat are defined by ANSI and are listed in Appendix A of the ANSI Procedures for the Development and Coordination of American National Standards. The duties of a TAG Administrator are defined by ANSI, and are listed in the ANSI Procedures for US Participation in the International Standards Activities of the ISO. Additional duties are performed at the direction of INCITS.
The ITI Standards Operations staff duties include the following:
a) Apply for and maintain Accredited Standards Committee (ASC) and Technical Advisory Group (TAG) accreditation for INCITS. Achieve successful closure of ANSI audits in a timely manner.
b) Review and assure INCITS that all applications for membership on the Executive Board (consensus body) are in accordance with the procedures contained in this document and established by ANSI.
c) Submit annually for ANSI review the TAG annual report and the list of Executive Board (consensus body) members.
d) Maintain a roster of the consensus body and a list of standards for which the consensus body is responsible.
e) Submit candidate standards approved by the consensus body, with supporting documentation, for ANSI review and approval as American National Standards.
f) Perform the necessary tasks associated with the development and processing of American National Standards and International Standards.
g) Perform the necessary tasks associated with the maintenance of domestic and international standards under the purview of INCITS.
h) Ensure compliance with applicable internal, ANSI, ISO, IEC and JTC 1 procedures, as appropriate.
i) Review administrative matters of note for INCITS and its subgroups, recommending or taking action to assist the process, and assure good management practices are followed.
j) Provide for administrative services, including arrangements for meetings, timely preparation and web-based distribution of documents related to the work of INCITS, and maintenance of appropriate records, including minutes of meetings. Administer the on-line balloting and membership systems. Maintain INCITS standing documents and assist in their revision as required.
k) Serve as secretary for the Executive Board, the Finance Board Committee and the Procedures Board Committee.
l) Assist the officers and members by providing advice and guidance to them in carrying out their programs of work. INCITS staff participation on Board Committees is as an Ex Officio member.
m) Conduct the process for the appointment and recall of INCITS officers. Conduct the endorsement process for US candidates to international office.
n) Develop and maintain training materials for INCITS officers. Provide training and monitor adherence to training requirements.
o) Transmit to ANSI US proposals, contributions, votes and delegates lists, as developed and approved by INCITS and its subgroups.
p) Review and make recommendations on requests to host international meetings in the US for submission to ANSI.
q) Monitor the financial viability of the organization and contribute to discussions on service fees and structures. Forward to ITI requests for waivers of service fees. Final decisions on waivers and appeals on those decisions are made by the President of ITI.
r) Prepare and distribute invoices in a timely manner. Issue periodic collection reminders and conduct aggressive follow up on unpaid invoices to meet the budgeted revenue stream.
s) Organize annual TC Officers' Symposium and Awards Ceremony.
t) Serve as an INCITS spokesperson to essential, external activities with appropriate notification to the Executive Board officers.
u) Maintain and administer the on-line store and its associated revenue. Meet targeted sales figures. Negotiate royalties and contracts.
v) Coordinate with legal counsel and the Executive Board the development of enforceable patent and copyright policies. Protect INCITS' intellectual property. Ensure ANSI and ISO/IEC's patent policies are followed.
w) Assist in the recruitment and retention of members.
x) Prepare press releases.
y) Review all subgroup minutes prior to their distribution to the involved committees.
z) Work with legal counsel to resolve and manage legal issues as they arise.
aa) Identify and attract new work.
bb) Prepare delegates' instructions for US delegations to JTC 1 Plenary meetings.
cc) Administer the appeal process for INCITS and its subgroups.
dd) In the first fiscal Quarter of each year, the INCITS Secretariat will prepare a report card for review by the FBC on the INCITS Secretariat staff's support in the previous year of the services/activities outlined in the RD-4.
ee) Conduct and manage an effective marketing program.
ff) Provide technology infrastructure support for INCITS Subgroups.
gg) Provide Secretariat to the JTC 1 SWG-A.
hh) Provide TC liaison and standards processing oversight function.
The duties of ITI Standards Operations staff are reviewed by INCITS annually.
